Base idea is that Tigra is fine in having a ton of minions engaged with her. This also leads to a ton of damage taken by her - she will need to heal in alter ego.
Especially Precinct HQ removes 2x1 thread per minion whenever you go into alter ego. This negates usually more thread than minions put on the scheme. However, chances are just to high to have the main scheme been one-shot - especially in true solo. So we need Under Surveillance and Informant to prevent this.
