I think this scheme is unbalanced. With any additional player added you make the card significantly worse. Playing solo you need two o three turns to activate the ability, with two players it triggers every turn or two turns, playing 3p is one activation per turn and playing 4p is almost impossible to not trigger this every turn. It seems this needs to escalate to 3 counters per player to activate to be not broken (removing 3 counters per player when it activates).

Infinity Gauntlet puts out effects every other activation. Magneto gets a bonus encounter card every third attack (not scheme). It's not broken, it's just part of the difficulty of the scenario.
