Innate double resources are always nice, it just would've been nice if it had a secondary effect when spent or drawn via his hero ability, such as drawing a card. Technically it gives him action boosts but that's dependent on having the upgrade out, otherwise it's just a plain ol' double, nothing fancy to speak of.
Agreed, it should have had an ability when added to your hand from discard to draw an extra card or extra resource. Totally spot on imo
