Here's a Hulk deck that focuses on mostly small cost cards intended to give Hulk more flexibility per round (ideally taking up to two actions a round instead of one) and cards that capitalize on readying Hulk so he can make those devastating Basic attacks.

If you're playing solo, focus on doing as much damage as possible to the villain and allow your high hit points to mitigate non-villain threats as much as possible. Don't focus on Threat reduction. This deck is built for a race to the end. If Threat does start to get away from you, lean on your Sub-Orbital Leap or Brawn to help take the edge off.

If you're in a multiplayer game, then the zurg rush isn't your main play. Get Banner's Laboratory and Down Time out as you can so that you can minimize time as Banner when Recovery is necessary.

Your Hulk Smash cards are critical. They are your main jam. If you can't play one and are at risk of losing it while in Hulk form, flip over to Banner to hold on to it and make the play next round. Don't sweat losing the Boundless Rage if you need to. Hulk Smash is waaay more valuable.

Quincarrier is in the deck to offer some additional resource help. It’s not as team friendly as the Helicarrier, but that’s not Hulk’s style.

Toe to Toe and Counterattack can help offset minion build up while you maintain focus on the villain. Bug and Blade are Tim's for smaller minions.

Unfortunately Blade requires a fist resource be paid from you hand, so Quinncarrier doesn't help with that.

Cool hulk deck. I've still yet to play him but will need to try soon.
