This build hinges on using Pinned Down to pull off some silly tricks. Since this tactic can only be attached to minions, this deck can be matchup dependent, though playing multiplayer can ease this a bit.

Cyclops has many different characteristics that let this deck work. First, the ability include X-men allies from any aspect let's us play a pseudo-leadership build in other aspects. Second, Exploit Weakness amplifies this playstyle by letting our 1-2 attack allies turn into actual threats. Third, since Cyclops doesn't rely on basic activations to deal damage, we can defend better than some other heroes. Finally, his ability to tutor up a tactic upgrade while in alter ego gives us either a key tactic card when needed or functionally a 7 card starting hand.

Our primary combo is to get Pinned Down on a minion with 4 or less attack (preferably 2 or less, but more on that later). With their attack reduced to 2 or less, we can perfectly defend these minions, making Unflappable another key card in this strategy. We will be playing out allies frequently, so they can chump the villain for most of the game. This leaves us free to essentially exhaust to draw a card every turn in hero form for no other resources.

Our second combo, and the reason why we want to reduce a minion's attack to 0, is to cheat out allies safely with Mutant Protectors. Since it costs a resource and 2 cards (MP + an ally) from hand, we're looking to cheat in allies that cost 3+ to actually gain advantage. We do have a few allies that have tough, so if needed, we can also safely chump a big villain attack. The allies in this deck are flexible, so feel free to season to taste, but you'll want more than an average deck to reliably have access to Mutant Protectors targets.

The rest of the deck is designed to help things run smoothly, but here's a few notes on my choices:

Since Unflappable is a key part of this strategy, I've included a second copy. While it could end up as a dead card, we could also just as easily gift it to a teammate, allowing them to get in on the fun. 3 copies may be overboard, so I'm testing with 2.

I'm allergic to building decks without Plan B in them. Notably, it is a tactic card, allowing us to fetch it up early if we don't have much else going on.

Since we are looking to stay in hero form and defend for most of the game, I've excluded the X-men supports that require going to alter ego.
