This is a teetering-on-the-edge-of-disaster deck that tries to use the survivability offered by some of the 'Pool cards while using Black Panther's wealth to get expensive cards into play quickly.
As is often the case with Black Panther, early on you want to build as much as you can. Black Panther's own upgrades are important but need to be weighed against the resource supports and the strong allies. Black Panther himself will likely do a lot of defending so that his allies can use their lack of consequential damage to best effect while also making good use of Panther's Retaliate. Shur, Ironheart, and Nick Fury will jump in and take a hit here and there.
Once you're set up, Mulligan will help you find your Wakanda Forever!'s after dumping excess resources into Tic-Tac-Toe and Stick-to-Itiveness.
Headpool is the ally you most want to keep around. With a Sidearm he'll do two damage per attack, plus whatever the minion he attacks does to the villain or another minion. The Ranged from Sidearm also helps him avoid any Retaliate damage.
You don't have a lot of thwarting potential, especially with Black Panther spending a lot of his time defending. You don't need to go full rush, but you can't slowplay too much either. Building your board early will help a lot later.
If you feel you need more threat removal Blackout will help, and if you want to be more aggressive Da Bomb and Cutpper are both reasonable additions.
