This is essentially a combo/engine deck where we use Rhodey's alter ego heavily in order to keep the deck on lockdown while we find the pieces to combo off. The goal, besides playing a bunch of S.H.I.E.L.D shenanigans, is to use Float Like a Butterfly to absolutely annihilate the villain using Shoulder Cannon and ammo from Munitions Bunker.
Once you have a reliable source of confusion in play with Float like a butterfly, your goal is to flip every turn. The floor on damage without ammunition from the bunker is 10 damage per turn, which isn't an OTK setup unlike some heroes, but it is an actually pretty incredible amount of damage to consistently lay down with no other card investment.
The S.H.I.E.L.D. synergies essentially allow you to contribute even while fishing for the combo, rather than going all-in on the combo, which could potentially make it better, but makes it much more fragile (and I'm not a fan of coin-flip decks like that). James Rhodes and Munitions Bunker are both S.H.I.E.L.D. cards, so can be used for Homeland Intervention to thwart from alter ego.
More on point for the combo, this also means that you can use Munitions Bunker, thwart with Agent 13, and ready the bunker again, allowing you to use the bunker's ammunition that same turn for Shoulder Cannon shenanigans. With a bunch of Field Agents down, this can be repeated pretty much every turn, increasing your guaranteed damage output each turn to 14, or if you're not yet ready, ensure that you can stack up a frankly insane amount of ammunition for the burst.

And yes Agent Coulson with no preparations is a strange choice, but honestly he's fine as an ally even without his ability, and being S.H.I.E.L.D is extremely relevant here. If you'd like to chuck some preparations into your deck to make full use of him, feel free - Target Acquired and Spycraft are both solid against certain villains - but until they add a S.H.I.E.L.D. traited preparation, I'm fine without them.
