Miles Morales, Agent of S.H.I.E.L.D. (Spider-Man Justice)

This doesn't use the Monica Chang-Surveillance Team combo for Homeland Intervention. Instead, noticing that Jefferson Davis is SHIELD, it adds three SHIELD allies. Helicarrier is also available in a pinch (but you'll probably use it for the Action ability each turn).
