1 change from Inspiration Deck to adapt the deck more for multiplayer

Under Surveillance is a little underwhelming in 4 player because the increase is not multiplied by player number. I swapped in Lay the Trap because that reward is multiplied by player number for 20 damage with 4 people, and this deck has plenty of thwart to solo that scheme for the team.
