Cable can make great use of Gunboat Diplomacy, thanks to powering up with his side schemes and leveraging cards like Children of the Atom to maximize flexibility.
The strategy here is fairly simple: Your primary goal for mulligans/setup ability is to grab Build Support. Its target should be (in order of importance) Professor, Children of the Atom or Graymalkin.
The next objective is to either get Call for Backup or Lock and Load, depending on the state of the board and your survival needs.
Once Children of the Atom is in play, Gunboat Diplomacy suddenly gains a ton of steam, with the flexibility to exhaust any two characters you choose. Pete Wisdom, Professor X, a lucky Gambit or a virus-purged Cable are all top choices.
