Firepower is an incredible card. When I saw it, I wanted to build a deck around it.
Web-Warrior Fanatic published a great deck around killing Minions, but I wanted something that could finish a Villain off once you got the pieces together. Although this is built more for solo, I suspect it could also play very well in multiplayer with the right partner(s).
Here's the main strategy you want to do for the first time through the deck:
Get your three weapons out. You should be able to find them through Leo Fitz and Jemma Simmons helps pay for them. Don't worry about spending your Firepower, you'll draw them eventually whenever you're all set for the max damage at 12 with three weapons.
The first time through the deck is all about survival. Use your allies to keep threat down and take damage for you. If necessary, Symbiote Suit can help you survive just a bit longer until you get everything in place.
Since you may have be in Alter Ego form to use Leo Fitz, you can use Safe House #30 while there to get a minion out and draw extra cards. Allowing you to remove some threat. Then Silent Infiltration lets you flip down the next turn to avoid more threat being added.
This deck isn't built around blasting minions endlessly like other Winter Soldier decks, but it's a nice option whenever you want to avoid taking damage. However, if you're playing solo, you have limited ways to remove threat and every turn you use to kill a minion means one less turn of trying to get your weapons and other stuff out.
If you're playing multiplayer and your partner can get rid of threat really well, you can probably stay in alter ego more often, until you're able to get your combo online.
Final note, don't forget that Black Widow can bring Firepower back to your hand, and you must use your arm to get the full 12 damage instead of the three shots of 3.
