Contrary to what you might be thinking, the two copies of Assess The Situation are actually standing in for proxies of The Power In All Of Us (2 resources for a Basic card, coming with Wasp).
I have played it only while using a buff to Hulk, but it was a ton of fun.
The buff is adding after his Enraged ability:
Response (attack): After you discard your hand, deal damage to an enemy equal to the number of cards you discarded.
