Shadowcat excels in aggression and protection, both of which offer her ample opportunities to get into phased form for villain attacks. However, she can be quite good in justice too!
This is my attempt to build a deck for her in an aspect that is not considered optimal for her hero design. It is meant for 1-2 players, as it is an all-rounder and not a "turbo-thwart" justice deck that might be needed in higher player counts. It's performed quite well so far in standard and against Expert Crossbones (I am fairly new to MC, so not doing much expert games yet).
The premise of the deck is pretty straightforward, and is built around 3 design features:

Lots of confuses to allow you to flip down to avoid damage, heal, and switch forms if necessary. The confuses can help get a little bit of extra card draw with AE hand size and Kitty's Room.

Extra attack cards to provide more opportunities to flip to phased form before the start of the villain phase.

Lots or readies to also help with form-flipping and to deal with minions/side schemes/etc. as needed. It also helps to mitigate stuns, which feel pretty awful for Kitty!
The deck has 7 confuses (phased and confused is a great card in this deck), 7 + readies (7 cards plus any readies from Utopia), and is an aggressive justice deck with stealth strikes and concussive blows augmenting Kitty's impressive attack cards.
Concussive blow works beautifully with Kitty's built-in resource generator, and Lay Down the Law is easy to get off with her frequent form flips.
Because she doesn't need to flip down too often, she can confuse the villain and take advantage of "Float Like a Butterfly" pretty easily. It works well with Shadowcat Surprise!
