Listening to Stunned and Confused podcast Episode 61: Ya'll...Go to the Con, there was discussion of a Bucky deck played against Ultron that did the work. I don't have that deck list, but a key ally mentioned was Hawkeye. This triggered a cascade in my brain of MCU references that led to this: The Pre-vengers.
The goal is to "pre-empt" the villain/minion actions in Leadership. So, when an ally is defeated they go to the Med Lab instead of discard or re-enter play via Rapid Response. Practiced Plan is discarded to return Rapid Response to hand. Target Acquired cancels the boost ability on an encounter card. Espionage draws cards when the surge keyword appears.
Avoid consequential damage to an ally, especially Captain America, via Teamwork. Call for Backup, Recruitment Drive, or Squared Off help get the 6-cost Cap into play.
