The Fear No Evil Protection cards seem fitting for this 3 DEF cat.

Tigra is so strong in Aggression and Justice (especially with the new Legal Trouble card) that she might be overlooked in Protection. A base DEF of 3 is nothing to shake a whisker at. Innate Reflexes takes it to 4 on turn one. Then slot in the remaining suite of +1 DEF upgrades (Armored Vest, Defensive Conditioning). The Best Offense... is the icing on the cake.
Ronin is not included because Tigra doesn't necessarily want the retaliate damage in order to keep minions around for card draw.
Ready her up with a Army of One as well as Hunted attached to a defeated minion. Add Pinned Down to keep them around for some card draw. Stand Alone provides a last ditch ready, especially useful for defending against multiple minion attacks if the Gang-Up treachery is revealed.

The Cat's Head Amulet should provide strength resources for What Doesn't Kill Me to ready and heal.
With her card draw, she should have the resources to consistently play In Harm's Way during the hero phase, managing threat and attacking the villain for 6-7 each.
Her hero events Feline Senses and Cat-Like Reflexes are also great for doing a thing then targeting a status effect to discard a Vulnerable minion. Reduce the cost of these with Deft Focus and/or the Helicarrier.
Use Containment Strategy to peel off threat when defending to set up a side scheme to be cleared by Feline Senses. Clear Evaluate Threat to bring in Moon Knight.
