The strategy here is to become unrestrained in four rounds, stay that way, and avoid the Dark Phoenix. Basically, spies are babysitting to make sure Phoenix doesn't throw a fit and consume the planet with fire!
Use Global Logistics and the Stepford Cuckoos/Spycraft to get rid of treacheries that would lead to Dark Phoenix. They also just help make the villain phase easier. Blindfold also helps with this. Melinda May could help but was cut due to cost/tempo; there are base Justice upgrades that are just too good.
I usually play Phoenix in Aggression with all of the psionic attacks, psionic resources, and psionic allies. This Justice deck was built to support a partner with Storm using Honed Aggression which adds the Soul Sisters event. I found this deck also works really well solo so decided to share.
