Luke Cage generates attacks to build counters on Hulk (Basic, Defender) for explosive attacks.
Innate Reflexes gives Luke 2 DEF turn one so that Stronger Together prevents all consequential damage to Hulk when he attacks.
Taunt and Bait & Switch prompt the villain to attack in the player phase.
Get a player side scheme in the victory display toot suite (Establish Perimeter, Lay Low, Render Medical Aid) so that Anticipated Attack can give Luke a tough when the villain attacks.
