Let's talk about Tenacity for a second. It's been around since the Core set and was always a pretty weak card. That all changed with Quicksilver.
Ever heard of a Protection deck one-shotting the second villain phase on expert? Probably not unless you too have tapped into the power of Tenacity. Why wait stocking up on Adrenaline Rush and those cheeky Earth's Mightiest Heroes Leadership decks when you can just get Adrenaline Rush, Tenacity, and any combination of Maximum Velocity and Always Be Running without sacrificing everything else?
Tenacity is exactly what Quicksilver wants. It's an upgrade that stays in play until the big finish and it costs a single physical resource to activate. Between prepping with Adrenaline Rush and Tenacity, you don't need to awkwardly wait for the right hand to finish the fight.
Maximum Velocity alone will deal 35 damage and it only gets better if you even have one Always Be Running, but clearly that won't even be necessary.
