Q: A minion enters play with a static effect like "Surge." or has a When Revealed effect. The arrow counter defeats the minion after it enters play. Does the Surge or When Revealed trigger?

A: Yes. The minion was still revealed, so any Surge or When Revealed effects would still occur. -(Developer Ruling , Hall of Heroes)

Honestly kind of shocked Hawkeye doesn't have a review. Admittedly there are flashier Leadership allies, but for 4 ER (likely less, given the many ways to lower Avenger costs), you get 2 DMG/THW, a chump block, and 8 extra DMG plinked away from minions. Obviously the value goes up against higher minion scenarios, but if you expect to face minions at all, he has a lot of value, as long as you can afford the wait. Great against spammy minion villains like Ultron, less great late in game.

The problem with Hawkeye is that his ability only triggers AFTER a minion enters play, which means that he's useless if he enters play after the minion. This makes his already unreliable ability even harder to trigger, which in turn makes him somewhat too difficult to play efficiently. If his ability was something like “Action: remove 1 arrow counter from Hawkeye → deal 2 damage to a minion" then he would be much more interesting. Right now, there are just too many better Leadership allies to seriously consider including him in your deck.
