This is my Justice deck I'm using for our Sinister Motives campaign.

Heavy on the new shield cards, Government Liaison can be exhausted to pay for shield allies, Surveillance Team and Helicarrier.

When using Homeland Intervention, usually exhausting Monica Chang and Spider-Woman to keep them around longer is a good idea. Or exhaust Government Liaison when not needed to pay for a shield card.

Chance Encounter is mainly so you can continue to pull Monica Chang over and over to get a free Surveillance Team. With One Way or Another, you can always easily put one onto a new side scheme.

Gwen has a low thwart of 1 which is why Heroic Intuition is a key setup card. Making an Entrance helps as well, and counts as an interrupt to activate Dizzying Reflexes that way you can use your basic thwart twice.

Eros can help reduce the cost of Spider-Woman.

For mulligans and setup, key cards I'm looking for are Web-Bracelet, George Stacy, Heroic Intuition and Government Liaison, in that order. I normally prioritize 1 Web-Bracelet and then put the second out once I have the other key setup cards. Be careful not to play One Way or Another early, with Gwen's low thwarting ability you may have trouble keeping schemes in check.

Finally, Ticket to the Multiverse is a very powerful card. Early on, use it for Ghost Kick and Phantom Flip or paying for setup cards. Late in the game, play it as an upgrade, load up George Stacy with events and have a crazy turn to end the scenario!
