So the idea here is to use Rocket Raccoon 's very good inherent thwart to keep things in control while doing your best to stay in hero form with healing and damage prevention and using your weapons to deal the majority of your damage. Like most protection decks, it's playing the slow game, but Rocket's hero suite gives him enough bite to be able to contribute to threats that have HP. If you're playing solo, threat control is your number 1 priority. Get his Thruster Boots in play as soon as possible. I've Got a Plan is going to help you bounce around to take out big side schemes, so it's almost worth keeping one in your back pocket after you draw it if you're playing a scenario with bad side schemes. Don't be afraid to prevent the damage you would take with Booster Boots, you'll be able to deal with most encounter cards that come up. Swap Black Widow for Warlock if you're concerned about the flip, there's plenty of resources in the deck.

If you're playing multiplayer, your goal is to use The Night Nurse and Med Team and Second Wind to keep your team healthy while contributing what you can. Particle Cannon and Rocket Launcher will be useful in clearing out minions engaged with other players, and don't be afraid to block for other heroes if they're in a tight spot, but remember there's no Defense Events in here, so you're on your own. You trade blocking that attack for your ability to help with threat, so choose wisely.

This deck is designed around healing and prevention of damage, not leveraging a high Def stat or taking advantage of retaliate or "when you defend" triggers. Use your protection cards to facilitate what rocket does best: getting the job done when everyone else underestimates him.
