After using a lot of the new Protection cards, I wanted to start trying the new Justice cards. Sadly, I mostly, don't like too many of them. Infiltration and The Raft seemed the most interesting. Who like minions? Rocket? Thor? People have made some Thor decks using this and Rocket is already good at thwarting. If you're going to be summoning minions, you better be able to handle it. Weapon-X got you covered!

So you'll be summoning X-Men to help you take care of things. The allies are basically all X-Men, except for Grant Ward. This will work well with Utopia so you can either attack twice, thwart twice, or one of each. While hands and board state varies, I will usually go for The X-Jet before Utopia with Forge. Triage is especially good for Wolverine due to health being a resource. Blindfold and Professor X will hopefully allow you to flip down without scheming out. Colossus will help block twice and allow you to recuperate so you have more fuel for your attacks. Your 2-cost allies can help by also taking blocks if you need to recover. Sometimes I'll let Wolverine block (usually take some damage and then heal it back) while I let my allies actually get defeated from consequential damage.

As for Justice cards, Infiltration can summon minions for cheap thwarts and One Way or Another can summon Side Schemes for cards. I don't always use these when they pop up in my hand. If I already have a side scheme in play, it might be better to use it as a resource. If the encounter set has annoying minions (ie Klaw w/ Masters of Evil, Mansion Attack, Magneto, etc), I might be more hesitant on using it (or at least using it for the full 5) unless I'm sure I can dispose of it. Blindfold combos well with Infiltration unless you like what you see. Sometimes it's worth the risk of milling 5, though. Infiltration can complete Specialized Training for 1 resource (solo). That's amazing! Highly recommend Front Line Specialist for the extra resources for attack events (18 HP!). Despite being a Justice deck, Wolverine typically will defend or attack. He'll usually use allies (typically, not Colossus or Jubilee) and For Justice! and Track by Scent to deal with thwarting. His basic piercing attacks are typically very helpful and conserving life means using health for piercing events.

There are only 3 resource generators in the deck. That said, your health is a resource. So, you don't need quite as many as a typical Hero.

Other Considerations:

-The Raft: I mentioned this but didn't include it. I find most minions have 0 - 1 thwart. I didn't really find the incidental amounts from it to be worth it. Especially considering Wolverine would love to see a minion as an encounter card. If you fill you raft, you might get more activations on the next pass.

-Skilled Investigator: Free and combos with One Way or Another. I found Under Surveillance to be much more of a boon to the deck. The allies are important and the events are important. I already have fewer resource generators as well.

-Manifold: It would be sweet to grab Specialized Training, but every ally I consider to have a better function due to Utopia or being free.

-Generation X: If I have Infiltration but no attack event, it would be nice to summon one. I think Specialized Training is a bit better because you try to get it done ASAP. Gen X I would leave around until needed and then Masterplan would ruin that plan. Though, maybe just giving up on that and saving yourself a side scheme could still have merit. If you added it, I wouldn't hate it... but give me economy!

After playing X-23 so much, I forgot how much I enjoy Wolverine as well.
