Ok, I think this is ready to publish. Haven't tested it as much as I'd like, but I feel there are no further tweaks I'd like to make.
The idea of the build was to have a high number of Supports and Upgrades so that once the bulk of them are out you can cycle through your deck quickly, and allowing you to play multiple Techniques every turn.
I personally try not to flip very often with this deck, using either my low cost allies, or Groot to defend for me, but if you want to play her as more of a flipper, then consider slotting in a Honorary Guardian to help get the allies and Knowhere out regardless of form.
Energy Spear's primary target is Bug but it also goes well on Rocket Raccoon. And even Drax or Martinex.
Her cost-curve may seem a little high, but with all three double-resource card, and The Power in All of Us, I've found I have no issues setting up, or paying for the more expensive allies. And once she is set up there is a lot of resource generation and cost mitigation on board. And you can feed those double resources into C.I.T.T.. I personally don't play powering CITT with TPAU as legal (though I'd not be surprised if we getting a ruling to say it is), but if you choose to play it that way then that just provides even more opportunities to ready up either Nebby herself or any of her allies.

I'll have to give this deck a try. I've been enjoying Aggression Nebula quite a bit this past week.
Similar to you I went heavy upgrades/supports. However, mine revolves more around "Fusillade" and weapons. I like setting up Pulse Grenade and being able to use "Fusillade" on them until you can stack the Encounter deck with high boost cards after a Wide Stance Special.
