Intro: Thanks for checking out my deck. I am doing a full play through on Expert from Rhino to Stryfe. You can see my current record at the bottom. This is a deck themed around Justice which I believe is Cable's strongest aspect. This deck is themed around ally recursion, board control and card draw. These capabilities play around Cable's weakness of unreliability and slow ramp.

Opening Hand: Cable is a hero whose decision around mulliganing cards and what player side scheme to play on turn 1 will define his entire playthrough. There's been a lot of debate around whether it's worth going Technovirus Purge as part of your set up and I believe this decision ultimately comes down to: how fast do I need to defeat the villain. Against a villain like Ronan I believe you have to prioritize this risk. If you're going to go this route you should prioritize drawing either Mind Scan or For Justice! on turn 1 by mulliganing aggressively.

However, against a villain who gives you the space to build out at your pace I believe Build Support to be the more consistently reliable choice.

Card priority: would consist of Graymalkin, Professor and Moira MacTaggert. Graymalkin will be a reliable source of economy for you while Bodyslide allows us to get the benefits of Moira and Professor without the inherent drawback of the villain potentially scheming. Finally, Psimitar addresses one of Cable's major weaknesses: weak villain minions. Use this against an enemy who would swarm you with weaker minions. I added Counterintelligence because this provides us with an additional preventative tool in the event we draw into our nemesis and we now threaten an auto loss through Mind Scan. Counterintelligence could easily be swapped with Sonic Rifle or Heroic Intuition.

Events: Mutant Education is useful for bringing Telekinetic Blast back into your deck if you had to discard it early or Bodyslide because it'll provide you with more card draw. If there are side schemes left in the encounter deck and One Way or Another is in your hand, play it. You'll be able to clear it. For Justice! strengthens the probability of a powerful thwart event during our opening hand and Precognition is an exceptional event late game for either discarding Shadow of the Past or a higher priority nasty villain card.

Player Side Schemes: Lastly I want to speak towards player side schemes. You can utilize either Psimitar or Plasma Rifle to pay the cost of Lock and Load if either weapon is in your hand as you can quickly put them into play. Call for Backup priority will always be Professor X or Nick Fury as they provide so much utility while also increasing your freedom to choose to do more than thwart. Build Support priority will always be Graymalkin if it isn't already in play.

The case for Take Out the Guards: If you're facing an opponent like Zola or Green Goblin who is going to throw annoying non-elite minions at you the cost benefit of this card goes way up. I would supplement your deck with this card and remove Counterintelligence.
