TRASH PANDA COMETH!!!
Let's play Rocket for what he really is, a highly aggressive tech junky for whom defending is a dirty word.
So with this in mind... why the heck run protection? The answer is simple: SO. MANY. TOYS!!!! There's a grand total of 17 Tech / Item upgrades that mitigate or deal damage without Rocket ever needing to exhaust, allowing him to freely use I've Got a Plan for basic Thwarts. Plus, in true chaotic form, Taunt allows us to make full use of our damage mitigation for extra cards, while Subdue, Groot, and Spider-Byte protect us from any attacks while our shields are down.
Here's how it all works:

We run five different resources along with Jemma Simmons to handle our tech costs.

Ingenuity gives us the flexibility to pay for our 10 useful 1-Cost events.

Damage mitigation comes from Booster Boots, Energy Barrier, Forcefield Generator, and Subdue. Energy Shield is our last resort due to it requiring energy resources.

Groot and Spider-Byte are our last lines of defense. Don't forget that Energy Shield can be thrown on Groot to make better use of his self-healing!

Though our 9HP is a bit squishy to start, but Cybernetic Skeleton and Endurance put us at a beefy 15HP, with the potential for another 4HP through Front Line Specialist. That's a full Symbiote Suit without piling on bad cards!

Whenever health does get lost, Schadenfreude has the potential to recover 6-8 hit points through our guns.

At some point we will even get to pick our toy through Superpower Training and, thanks to Side Holster, we get to run three Restricted weapons at once! No need to hold back, feel free to rain down fire to your hearts desire thanks to Salvage throwing discarded tech back on top of the deck, while Taunt and I've Got a Plan keep digging up new toys to play with.

Based on our need, Specialized Training will give us a boost through either Surveillance Specialist or Front Line Specialist that will lead to an additional draw nearly every turn.

Why no Repurpose? Easy. Why add cards that discard a tech for a single turn bonus when instead we could just use up the charges while freeing up space for Specialized Training and Endurance? We are here to use our toys, not throw them away!
