Following review of current field performance, support utilization, personnel throughput, resource efficiency, and several decisions that should have been self-evident prior to escalation, I am issuing the following revisions to our operating model, effective immediately.

For clarity: this is NOT a brainstorming exercise.

Director Fury has already raised concerns regarding last quarter’s response times, resource under-utilization, and what he described—quite accurately—as “too many [REDACTED] waiting for the board state to improve on its own.”

I would prefer not to receive that feedback twice.

Please familiarize yourselves with the revised guidance below before deploying additional personnel, equipment, aircraft, or—apparently—mansions.

Operational Changes Implemented: Multi-Ally Utilization

Effective immediately:

This was not an oversight, clerical error, temporary staffing adjustment, or invitation for further discussion.

It was a deliberate restructuring initiative — please review below accordingly.


Sustained Value vs. Temporal Compression

Director Fury has previously made his position on delayed value very clear: if an asset is most useful (3) three turns from now, he would like to know: “What is that asset doing for us today?”

I am passing that question along.

The prevailing recommendation has generally been:

Keep [agents] alive for additional rounds so personnel produces more activations over time.

This is a reasonable strategy in operating environments where “later” can be treated as a dependable planning assumption. S.H.I.E.L.D. does not operate under that assumption.

Our revised directive is therefore:

Compress future activations into the current turn when their operational value is disproportionately high.

We have intentionally traded ally longevity for precise, immediate problem resolution.

At higher difficulty levels, future turns are neither guaranteed nor contractually obligated to be convenient. A theoretical activation (2) two rounds from now has limited value when the current board state is actively attempting to kill you.

Accordingly, this list deploys both Command Team and Get Rage-y as short-horizon response tools intended to resolve material problems within the current turn or the following one.

Current personnel use cases include:

  • Agent Sharon Carter, (13): No further explanation should be necessary. If it is, please consult your supervisor.

  • Agent Grant Ward: Exceptional activation efficiency at a printed cost of (0) zero. Finance has reviewed the numbers and raised no objections.

  • Agent Melinda May: Repeated encounter-deck quality assurance. Command Team/Get Rage-y allow multiple undesirable encounter cards to be inspected and removed sequentially.

  • Director Fury: Immediate, flexible, all-purpose token generation. Director Fury has historically responded well to being assigned additional work.

  • Professor Xavier: Multi-scheme intervention producing approximately 6–9 thwart when circumstances require aggressive departmental remediation.

The trade is straightforward: Less sustainability. More immediacy.

In exchange, we obtain significant tempo acceleration, an operational capability frequently underrepresented in my decks regardless of aspect.

The organization is NOT attempting to maximize theoretical employee tenure. We are attempting to resolve the mission... preferably this quarter.

Re: Command Team / Reinforcements Escalation

One additional interaction warrants specific attention.

Please be advised:

  • A single Reinforcements, with (3) three Command Team already deployed, can reload all (3) three simultaneously. From a capacity-planning standpoint, this converts (1) one support activation into (3) three refreshed readiness assets. From there, the situation predictably deteriorates into additional readying-related misconduct — hilarity ensues. S.H.I.E.L.D. has reviewed the conduct in question.

S.H.I.E.L.D. considers this acceptable. No corrective action is planned.


Hand-Size Preservation & Timing Correction

Re: Plot Convenience

Its omission from several comparable lists was notable.

I found that omission... difficult to justify. Therefore, I am happy to announce that with newly approved revised budgets:

  • Plot Convenience has been slotted for deployment. It does not merely protect a valuable card from discard; it prevents the significantly worse alternative: retaining a premium asset in hand, reducing the number of fresh cards received during the following turn, and voluntarily compromising operational liquidity.

In practical terms, we are converting bad timing into deferred deployment.

The card allows up to (3) three aspect assets to be temporarily held outside normal hand constraints and retrieved later when mission conditions support their use.

That means:

  • The Bellerophon/The Pericles arrives before appropriate financing → bank the ship

  • Self Confidence/Self Control/Self Preservation arrives without an expenditure worthy of a triple resource → bank the resource

  • Useful ’Pool tactical asset arrives outside its appropriate deployment window → bank the tactical asset

  • Mulligan is available but one card in hand has been designated non-discardable under any circumstances → bank it, then execute Mulligan

This is our insurance policy against premium aspect cards arriving off-curve, particularly during the first deck pass.


Re: Additional Personnel & Infrastructure Changes


S.H.I.E.L.D. Personnel Classification

All allies are now functionally S.H.I.E.L.D.-aligned personnel.

The sole exception is Professor Xavier, whose organizational affiliation is corrected once I, Maria Hill, enter Hero form.

We appreciate the Professor Xavier's continued collaboration.

Additional Changes

  • +1 Tic-Tac-Toe: Provides both sustained and burst ally recovery, including multiple activations within a single turn where necessary. This assumes part of the sustain responsibility previously delegated to Med Team and Field Agent. While their service has come to an end, their contributions have been duly noted.

  • +1 Government Liaison: Unexciting. Unremarkable. Extremely cost-effective. In other words: an exemplary government employee.

    For those who continue to dismiss recurring discounts as “boring,” Director Fury reviewed last quarter’s support expenditures personally.

    He did not use the word “boring.”

    He used the word “[REDACTED].”

    Please adjust your terminology accordingly.


Items Remaining Under Review

Break Time & Healing Factor

The question remains whether this organization requires:

  • immediate health restoration to full operational capacity; or
  • slow, recurring health recovery distributed across multiple reporting periods.

At present, I remain unconvinced that either expenditure solves a sufficiently material problem.

Healing is valuable when damage represents a meaningful operational constraint. At present, that constraint appears manageable through existing processes.

Accordingly:

No additional funding has been approved.

This item remains under review. Please do not schedule a meeting.

Meditation

Potentially useful in conjunction with Plot Convenience, particularly when financing high-cost assets.

The economic case is credible.

Unfortunately, the alter-ego exhaust requirement conflicts directly with my ability to tutor S.H.I.E.L.D. support infrastructure.

An employee cannot attend two mandatory meetings simultaneously — not even me.

As such, Meditation remains a potentially attractive efficiency initiative with unacceptable calendar conflict.

Status:

Pending further review.

Mulligan +1/-1

Current allocation: two copies.

The outstanding question is whether this constitutes:

  • appropriate redundancy,
  • insufficient process control,
  • or unnecessary administrative duplication.

Two may be insufficient. Three may be excessive.

This is precisely the kind of issue middle management exists to investigate. Performance will be monitored.

No headcount increase is authorized.

+1 Da Bomb

Potential additional allocation for situations where S.H.I.E.L.D. is materially overfunded and requires an efficient mechanism for converting surplus resources into accelerated villain-stage progression.

Put differently:

  • We have money.
  • The villain remains alive.
  • This is considered a budgeting failure.

Da Bomb becomes particularly attractive during stalls or late-game windows where the board has stabilized, infrastructure is fully capitalized, and authorization has been granted to full send.

However, All-Points Bulletin remains substantially more efficient and significantly more flexible across a broader range of operating conditions.

Therefore:

No change at this time.


Additional Departmental Cuts To Consider

None at this time.

Current staffing and infrastructure levels are considered appropriate. Director Fury has, however, asked why this section keeps returning to the agenda.

I did not have a satisfactory answer for him.

Please stop asking.


Staffing Cuts & Reorganization

Previously Removed From Consideration


  • It is unfortunate to announce that Mockingbird has been removed from the active roster and replaced. While the organization already possesses significant crowd-control capability through The Pericles, Cutupper, by comparison, advances villain-stage objectives more rapidly and better aligns with current performance expectations.

    We appreciate Mockingbird's interest in continuing her career with S.H.I.E.L.D. After careful consideration, we have elected to move forward with other candidates.

  • War Machine: S.H.I.E.L.D.-affiliated. Tough. Competent.

    Ultimately too generic for a roster built around high-impact specialists with specific operational functions.

    This is not an indictment of Colonel Rhodes' qualifications. His background is impressive. His application simply did not demonstrate sufficient differentiation within an exceptionally competitive candidate pool.

    We wish him success in his future endeavors.

  • Avengers Mansion: Excellent generic value. Insufficient organizational integration.

    It's impressive what Mr. Tony Stark has been able to achieve, though S.H.I.E.L.D. questions its... operational efficiency.

    At (4) four resources, Avengers Mansion competes directly with critical early infrastructure while offering limited participation in our operating framework.

    Specifically, it cannot be:

    This creates an unacceptable systems-integration gap no matter how beautiful Pepper Potts' decor tastes are.

    S.H.I.E.L.D. does not allocate (4) four resources to infrastructure that refuses on-parity in the existing technology stack.

    I recognize the Avengers have historically enjoyed operating their own independent facilities. That is their organizational decision.

    As a reminder, it is company policy that S.H.I.E.L.D. agents are not to fraternize with Avenger associates — especially at any Mansions or pool parties.

    Mr. Tony Stark has been provided a courtesy copy of this assessment for awareness.

    No action is required from him at this time.


Closing Guidance

The intent of these revisions is not to maximize theoretical long-term value in isolation.

We are deliberately sacrificing some long-horizon sustainability for tempo, flexibility, and immediate executive authority over the board state.

This is our department's prime directive going forward.

Going forward, all personnel are expected to evaluate cards according to the following criteria:

  • Does it integrate with existing S.H.I.E.L.D. infrastructure?
  • Can it be deployed efficiently?
  • Does it solve a current operational problem?
  • Can its value be accelerated when necessary?
  • Does it justify occupying budget, hand space, or board capacity?
  • If the answer to all five is “no,” why is it still in my deck?

Please implement the above changes immediately.

Any objections should be submitted through the appropriate chain of command, where they will be reviewed in accordance with established S.H.I.E.L.D. governance procedures and ignored as staffing permits.

If additional clarification is required, consult this email again before scheduling time on my calendar.
