Thwart Storm

Storm is pretty strong in any aspect. Passion for Justice with Operative Skill really bump up Even the Odds and Multitasking effectiveness regardless of the hero. They work great with Torrential Rain too; often hitting for 7 thwart in total (assuming you have Hurricane as your weather).

I like to include Synch and Soaring Acrobatics to boost her stat line.

Superpower Training is there to search for Storm's Crown or Storm's Cape which are so important to her kit.

Face the Past is an interesting include - you're going to get a Quickstrike minion in play; and if you can't take the hit/ defend; then hold it until you can. Sometimes your protection buddy may appreciate a hero phase Defend though!

Stepford Cuckoos is just one of the really good x-support cards. I prefer being able to cancel treacheries to the other options (The X-Jet, X-Mansion or Utopia). Most of Storms costs are in her events; and X-Gene and Deft Focus cover those.
