This is designed to be a support deck for the table. I played this at COH26 and really enjoyed the support role. The approach is to use the first pass through the deck to buff other heroes and thin your deck of supports and upgrades. On the following passes, you can focus more on your Cap events and allies.

Table economy
Since Cap has Super-Soldier Serum, he can leave Avengers Mansion and Helicarrier for others. Prioritize getting at least one SS serum and both supports on the table. Clarity of Purpose helps further with economy and deck-thinning, and can be great for heroes that want to use specific resources. Maria Hill of course is a nice bonus, especially if you can play her as 1st player.
Table survivability
This leadership deck definitely has a protection flavor to it, so coordinate if another player is planning on "defend the table" protection.
Pass out Endurance, Honorary Avenger, S.H.I.E.L.D. Deputy, and Crew Quarters to give small HP/healing bonuses and thin out your deck. When others have the SHIELD trait, you can use Nick Fury, Sr. to pass out tough statuses to them. Nick Fury can do the usual chump block thing, as will Maria Hill. Any of them can be brought back with Make the Call or Rapid Response. If others at the table have allies in peril, make a plan to Regroup.
Cap's ability to stun with Heroic Strike and take a hit with Shield Block also play into the protection lean of this deck.
Other support and options
Adam Warlock can sit on the board until bonuses are needed. The needed to heal an identity will be hard to find in the deck, which is why The Power in All of Us is still here, in spite of the low cost curve. Reinforced Suit is for Adam Warlock or another player's ally.
Morale Boost may be use to boost Caps effectiveness with his own All Day ready ability, or another hero that plans to ready often. If you look to lower the cardinality of this deck, or you want to add your own favorites, you can start here.
